School district boundaries in San Diego are irregular. The neighborhood you choose determines the school your child attends. Research districts and school ratings before selecting neighborhoods to focus on.

Decide: Rent First or Buy?
There is no universal right answer. If you are uncertain about your neighborhood, your timeline, or your budget — renting for 6–12 months while you learn the area is a legitimate and often smart strategy.

Family Considerations

Childcare waitlists in San Diego are real and long. Installation Child Development Centers (CDCs) are often full. Begin your research and get on waitlists before your arrival — ideally before you even receive final orders. Do not wait until you arrive.

  • Installation CDCs: On-base Child Development Centers — typically offer subsidized rates but have waitlists

  • School Age Care (SAC): Before/after school programs for older children

☕ EFMP — Exceptional Family Member Program

If any member of your family has special medical or educational needs, EFMP is critical to your PCS planning. EFMP ensures that your assignment location has the services your family member requires before orders are finalized.

  • Enroll in EFMP if applicable — contact your branch's EFMP office
  • San Diego installations have EFMP coordinators and Family Support programs
  • Research local therapy, medical specialist, and special education resources early
  • IEP transitions require proactive communication with receiving school districts

💼 San Diego Job Market for Military Spouses

San Diego has a strong economy with major employers in defense contracting, biotech, healthcare, hospitality, and tech. Military spouse-friendly employers are actively recruiting. The MySECO program (Military Spouse Education and Career Opportunities) offers free career coaching, resume help, and licensing support for military spouses relocating to new states.

🎓 Professional License Portability

California has specific rules for military spouse license portability. If your spouse holds a professional license (nursing, teaching, real estate, therapy, etc.) in another state, California may provide expedited or waived licensing. Check California's specific requirements — they vary significantly by profession.

👥 Building Community Quickly

San Diego has an exceptionally large and active military community. Installation Family Readiness Groups (FRGs/OMBUDSMANs), spouse networks, and local military family Facebook groups are great starting points for building community quickly after arrival. The faster your family connects, the faster San Diego starts to feel like home.

🛒 Don't forget your on-base benefits: San Diego installations have commissaries (grocery savings of 20–30%), NEX/Exchange stores, and MWR facilities that can meaningfully offset the higher cost of living. These benefits are significant — use them actively. The commissary alone can save a family of 4 approximately $150–$300/month compared to local grocery stores.

Important: BAH and BAS (Basic Allowance for Subsistence) are not subject to federal or California state income tax — a significant benefit. Your taxable base pay is still subject to California income tax, which is one of the highest in the nation. Plan accordingly.

Buying a condo or TH with the plan to rent it at PCS — then discovering the HOA prohibits rentals. Always verify before writing an offer.

San Diego childcare waitlists are 6–18 months long at many installations. Waiting until arrival means paying significantly more for off-base care.

Not Checking VA Condo Approval
Not every condo is VA-approved. Getting an offer accepted and then discovering VA financing cannot be used on that complex is a painful and avoidable mistake.
Legal Protections & Entitlements

What You Are Entitled to When You PCS

These protections and allowances exist specifically for you — most military families never fully use them.

📄 SCRA — Lease Termination Right

The Servicemembers Civil Relief Act (SCRA) gives you the legal right to terminate a lease early when you receive PCS orders. To exercise this right: provide written notice to your landlord AND a copy of your PCS orders. Your termination is effective 30 days after the next rent due date following your notice. The landlord cannot charge early termination fees or penalties. This protection applies to active duty service members at every rank, every branch.

💰 DLA & TLE — Move Money You May Be Owed

Dislocation Allowance (DLA) is a one-time payment to help offset the out-of-pocket expenses of a PCS move. It is automatically paid when orders are cut — equal to approximately 2 months of BAH at your rank and dependency status. Temporary Lodging Expense (TLE) reimburses up to 10 days of lodging costs when you cannot immediately occupy your new home at arrival. Submit TLE claims through your finance office promptly — deadlines apply.

DLA and TLE rates are updated annually by DFAS. Verify current amounts with your finance office or at DFAS.mil.
♨️ EFMP — Exceptional Family Member Program

If you have a family member with ongoing medical, mental health, developmental, or educational needs, EFMP enrollment is mandatory — and critically important. The program ensures the military considers your family's needs when assigning you to a new duty station, and connects you with local support services at your gaining installation. In San Diego, EFMP coordinators are present at every installation.

💼 Military Spouse Employment — California

California offers professional license reciprocity for military spouses. If you hold a professional license in another state (nursing, teaching, real estate, cosmetology, etc.), California has expedited licensing pathways specifically for military spouses PCSing to the state. This is a significant benefit for spouses who would otherwise have to restart their licensing process from scratch.
